Architectural Services for a new Parks Maintenance Facility at Oak Point Park

RECOMMENDED ACTION:Approval of Expenditure

ITEM SUMMARY

To approve an expenditure for architectural services for the new Parks Maintenance Facility at Oak Point Park in the amount of $1,970,635 from PGAL, Inc. for the Engineering Department - Facilities Division; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department - Facilities Division, recommends entering into a professional services contract with PGAL, Inc. in the amount of $1,970,635 for RFQ 2022-0532-X Architectural Services for the new Parks Maintenance Facility at Oak Point Park, Project No. FAC-F-7524.  The project is needed to replace the Parks Maintenance East Facility at Schell Park.

 

To support the growing needs of the Parks Maintenance Division, the project will provide a larger, updated facility to serve the parks on the east side of the City. The new facility will include a public element to enhance the southeast side of Oak Point Park, administrative spaces, training spaces, locker rooms, maintenance bays, repair shop spaces, bulk materials storage, site out buildings, and vehicle storage. It will be designed to enhance the park and compliment the natural environment it will be located in. The Parks Maintenance East Facility at Schell Park will be returned to the state of useable parkland. The funding for this project was approved with the 2021 Bond Referendum. 

 

PGAL, Inc. was deemed most qualified to provide the necessary professional services, based on their Statement of Qualifications submission for RFQ 2022-0532-X. After in-person presentations, the committee selected PGAL, Inc. because of the firm’s project approach, their experience in designing public maintenance facilities and approach to blend the facility into the natural environment. PGAL, Inc. has completed many recent publicly owned maintenance facilities within Texas.  Their scope of work will include plans and specifications for the new Parks Maintenance Facility at Oak Point Park.

 

Not approving the expenditure for the professional services will result in continued decline of the existing facility and the inefficiencies being currently experienced.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Park Improvements CIP and is planned for 2023-24, as well.  Professional architectural services for the Maintenance Facility at Oak Point Park project, in the total estimated amount of $1,970,635, will leave a current year balance of $4,479,365 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Park Improvements CIP and is planned for 2023-24, as well.  Professional architectural services for the Maintenance Facility at Oak Point Park project, in the total estimated amount of $1,970,635, will leave a current year balance of $4,479,365 for future project expenditures.
