ITEM SUMMARY

RFP No. 2023-0006-AC for a one (1) year contract with five (5) automatic one-year renewals for Parks Janitorial Services for Parks and Recreation Department to PureService Corporation in the estimated annual amount of $399,870; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

It is the recommendation of Plano Parks and Recreation to award 2023-0006-AC Parks Janitorial Services proposal to PureService Corporation.

 

This contract is necessary to provide consistent, quality janitorial services daily to keep facilities clean and provide an excellent customer experience at high-use athletic sites and parks.  This contract also includes special services to support special events, athletic tournaments, and weekend pavilion reservations to provide inviting recreational opportunities for residents and visitors to the City.

 

This solicitation was conducted using the Request for Proposal process. The City notified 378 vendors; 38 vendors viewed the request for proposals; and the City received three (3) proposals.  The evaluation criteria were experience and qualifications 25%, service plan 25%, added value 10%, and cost 40%.  The evaluation committee was comprised of representatives from Parks and Athletics.  PureService Corporation was the highest-ranked firm.  They offered superior cleaning methods, accountability and additional services beyond the base requirements to meet specific department objectives.  

 

The estimated annual expenditure is $399,870 which includes baseline and added value services. The pricing from the recommended proposer is within budget.  Total contract expenditures will not exceed budget appropriations.

 

Failure to award this contract could result in potential numerous health hazards due to unsanitary conditions of 44 park restrooms citywide.  The closure of restrooms would require cancellation of athletic league play, athletic tournaments, and pavilion reservations resulting in numerous public complaints and a precipitous decline in tourism.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 General and Convention & Tourism Fund Budgets.  This request is for a one (1) year contract with five (5) automatic one-year renewals in the total estimated amount of $2,415,870 for Parks Janitorial Services to PureService Corporation.  The estimated annual amount to be funded out of FY 2022-23 is $237,319.  Future year expenditures are dependent on contract renewals in the annual estimated amount of $399,870 in FY 2023-24 through FY 2027-28, and $179,201 in FY 2028-29.  All future year expenditures will occur within council approved appropriations.
