AGENDA ITEM:Purchase of 14 Autoscope Vision Video Detection Systems from an existing cooperative contract.

ITEM SUMMARY

To approve the purchase of 14 Autoscope Vision Video Detection Systems for Public Works in the amount of $340,440 from Paradigm Traffic Systems, Inc. through an existing contract; and authorizing the City Manager to execute all necessary documents. (BuyBoard Contract No. 603-20) Approved

 

 

BACKGROUND

Public Works has utilized the Autoscope Video Detection System since December 2005. Currently in the field there are three versions of the Autoscope: SoloPro (205 intersections of 241 intersections), Encore (6 of 241) and Vision (30 of 241). The video detection system monitors all signalized intersections to detect all moving vehicles and bicycles, enhances public safety, reduces congestion by assisting the timing system and provides 24/7 monitoring to the traffic management center.

 

The SoloPro system was initially installed between December of 2005 and 2009 throughout the entire city. The Encore System was installed in a few intersections beginning in 2011; however, it was not compatible with FYA (Flashing Yellow Arrow) causing skipped vehicle detection. The Vision System was installed in 2016 at Park Blvd/Preston Rd to test and it has worked well. As SoloPro Systems started to go out, Staff began to replace them with the Vision system and at newly constructed intersections.

 

Due to the age of SoloPro, Staff is no longer able to find replacement parts for this specific system.  We currently have 3 Autoscope Vision Video Detection Systems on hand to replace when a detection system fails at an intersection. With the purchase of these 14 additional Vision Video Detection Systems, it will provide 17 video detection systems to be available in the event of failures. The Vision systems are the most economical option because these systems provide for minimal replacement downtime with no additional wiring needed.

 

Public Works staff recommends participating on Buyboard No. 603-20 Safety and Firehouse Supplies and Equipment Contract with Paradigm Traffic Systems, Inc. to purchase Vision Video System. The estimated annual expenditure is $340,440. Public Works and Purchasing have reviewed a couple of Cooperative Contract quotes and, because the BuyBoard contract provides more advantageous terms, found this to be the best value for the City.

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. (BuyBoard 603-20 and the City of Plano Contract No. 2023-0082-O)

 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Capital Maintenance Fund.  The purchase of Vision Video Detection Systems to detect moving vehicles at signalized intersections, in the total estimated amount of $340,440, will leave a current year balance of $48,877 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
