To approve an expenditure for landscape architect professional services for Bob Woodruff Park North Trail Replacement, Project No. 7558, in the amount of $318,450 from Talley Landscape Architects, Inc. for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

This project will provide construction design plans for the removal, replacement and relocation of existing trail at Bob Woodruff Park North that is 33 years old and in poor condition. The replacement segment extends from the parking lot to beyond the bridge crossing of Rowlett Creek in the northwest section of the park. The proposed trail replacement will address current drainage issues along the trail and will replace the pedestrian bridge.

Talley Landscape Architects, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0380-XR. Selection criteria was based on the firm’s ability to handle the project complexity and scale, as well as their experience with the hydraulic and hydrologic modeling requirements of the project. The contract fee, in the amount of $318,450, includes topographic surveying, environmental assessments of the site, development review of the site, required hydraulic and hydrologic modeling and analysis, sealed construction documents, Texas Accessibility Standards review, bid phase services, and construction phase services.

The benefit of this project includes the replacement of a portion of the trail that is 33 years old and in considerably poor condition. If this contract is not awarded, the design for the trail replacement will not move the replacement project forward and trail will remain in poor condition and unmitigated drainage issues will persist.

Funding for this item is available in the 2022-23 Park Improvements CIP.  Construction design plan services for the Bob Woodruff Park North Trail Replacement Project, in the total estimated amount of $318,450, will leave a current year balance of $431,430 for future project expenditures.
