To approve an expenditure for engineering professional services for Intersection Improvements - Plano Parkway and K Avenue, Project No. 7585, in the amount of $382,600 from Teague Nall and Perkins, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

The Engineering Department recommends approval of an expenditure in the amount of $382,600 for engineering professional services from Teague Nall and Perkins, Inc., for the Intersection Improvements – Plano Parkway and K Avenue. This project includes the addition of turn lanes, traffic signal, water line replacement, sidewalk and trail improvements. The improvements will create the following ultimate lane configuration of: 2 left turn lanes, 3 thru lanes, and 1 right turn lane in all four approaches.  Replacement of approximately 800 LF of the existing 8” water line along K Avenue will be included in the improvements.

Teague, Nall, and Perkins, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR.  Teague, Nall, and Perkins, Inc. was deemed most qualified for this project based on previous successful experience with the City of Plano Engineering Department for arterial and intersection improvements, including capacity improvements and signal design improvements. Their team also has extensive experience with easement surveying and subsurface utility exploration for similar projects.

The benefit of this project includes increased traffic flow, reduced traffic delay, increased pedestrian access and safety, which will lead to a safer community with increased quality of life.

Not approving the expenditure would result in increased traffic delay and decrease in quality of life for pedestrians and motorists.

Funding for this item is available in the 2022-23 Street Improvements CIP and is planned in future years, as well.  Engineering professional services for the Intersection Improvements - Plano Parkway and K Avenue project, in the total estimated amount of $382,600, will leave a current year balance of $40,000 for future project expenditures.
