Competitive Sealed Proposals were opened for solicitation number 2023-0012-B on November 17, 2022 for construction services for the City of Plano Police Department 2022 Renovation, Project Number 7316. The City received six proposals, and fourteen “no bid” responses.
An evaluation team, consisting of City staff evaluated the proposals based on the published technical criteria. Vendors were required to submit projects demonstrating similar past work; managing and supervisory staff with sufficient experience to perform the work to the quality required; and references of past performance.

The committee determined JC Commercial, Inc. provided the best value to the City based on their team and experience.
JC Commercial, Inc. has completed several similar projects of similar type, size and scope and the team received all positive references for their past projects. Staff recommends J.C. Commercial, Inc. in the amount of $1,024,777.
The project consists of interior renovations including foundation repairs. The purpose is to improve the public meeting/training room and for the reorganization of areas vacated after recent projects such as the new Rushin Substation and renovations at the Joint Use Facility.
Not approving the expenditure for the construction services will result in continued inefficiencies of the vacated/underutilized spaces and the continued decline of the foundation issues.
