The Engineering Department recommends the City of Plano enter into an Interlocal Agreement with the City of Allen to include the design and construction of a new dedicated right turn lane in the westbound approach at the Custer Road and Ridgeview Drive intersection, as part of the City of Plano's current project, Project 7571 - Intersection Improvements - Ohio Drive at Park Boulevard, Custer Road at USA Drive, Custer Road at Ridgeview Drive, 18th Street at Jupiter Road. This new right turn lane would allow three through lanes to continue in the westbound direction, while the current configuration only allows two through lanes and a through and right turn combination lane.
The City of Allen and City of Plano staff have prepared an Interlocal Agreement to memorialize and guide future cooperative efforts between the two entities for these intersection improvements, including costs for design and construction, and temporary easement guidelines.
If this Interlocal Agreement is not approved, this intersection will continue to lack peak efficiency and will result in continued congestion and a reduction of the quality of life for motorist in both cities.
