ITEM SUMMARY

Consideration to approve an increase to the current awarded contract amount of $22,831,865 by $4,699,665, for a total contract amount of $27,531,530, for Collin Creek Culvert Improvements, Project No. 6804.1, from Ragle, Inc. d/b/a Ragle Construction, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. (Contract No. 2021-0253-B, Change Order No. 2) Approved

PREVIOUS ACTION/PRESENTATION

On May 24, 2021, Council awarded RFB No. 2021-0253-B for Collin Creek Culvert Improvements, Project No. 6804.1 to Ragle, Inc. d/b/a Ragle Construction, Inc. in the amount of $22,980,671.

 

On December 7, 2021 Council awarded a decrease of $148,806 for a total contract amount of $22,831,865.

BACKGROUND

The Engineering Department recommends approval of Change Order No. 2 for the increase in the construction contract with Ragle, Inc. d/b/a Ragle Construction, Inc., in the amount of $4,699,665, for the Collin Creek Culvert Improvements, Project No. 6804.1.

 

Change Order No. 2 is required to move forward on this project.  Change Order No. 2 modifies the steel reinforcement design throughout the project limits as well as the shotcrete thickness within a portion of the West barrel, to address several design deficiencies.  The steel design for the shotcrete liner required significant revisions, modifications and additions to meet the American Concrete Institute (ACI) code requirements.  This was a requirement of the original design, but components of the ACI code were omitted by the design engineer.  Also, included will be a revised reinforcement design and thickened shotcrete liner to address the previous construction that didn’t meet ACI code requirements in the West barrel between Sta 17+25 and Sta 28+32.79.

 

The updated design has been revised to meet all ACI code requirements.

 

Change Order No. 2 also omits several bid items due to sequencing delays and design revisions.  The adjacent development has redesigned a storm drain system that eliminates a drainage connection.  An adjacent wastewater project requires a storm drain adjustment that needs to occur prior to the shotcrete liner being installed.  This adjustment will be added to the wastewater project to prevent any sequencing delays with both projects.  The access road at the south end of the culverts will be eliminated from this project and completed at a future date. 

 

The omitted items will either be absorbed by future or adjacent projects, or potentially added back to the project at a future date, if needed.  Currently, these omissions are needed, as the change order amount would near the exceedance amount requirement of Local Government Code 252, “The original contract price may not be increased under this section by more than 25 percent.”  If these items are not omitted, the project would be required to be re-bid.  All items removed will have no impact on the shotcrete liner design or life span of the structure.

 

If this change order is not approved, ACI code compliance is not guaranteed. Without ACI code compliance the culvert improvements will be adversely impacted in several ways, including safety and longevity of service life. Both safety and service life have potential to lead to increased maintenance costs and reduced quality of life for the residents of Plano.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is planned for the 2023-24 Municipal Drainage CIP.  The second change order for the Collin Creek Culvert Improvement project will provide construction services in the total estimated amount of $4,699,665.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
