ITEM SUMMARY

To authorize and establish precedent in harmony with the Americans with Disabilities Act (ADA) of 1990; creating a standard for closed captioning for public facing televisions at City facilities; and providing an effective date. Adopted Resolution No. 2023-5-6(R)

BACKGROUND

A citizen, who is deaf, asked if there was a possibility to have all public-facing televisions in Plano to have closed captioning on. Staff reviewed ordinances, state statutes and resolutions across the country on closed captioning on public facing televisions. Only six cities in America, and the state of Washington have regulations requiring closed captioning on any television in a public area within any facility serving the general public. Enforcement of such a statute would be difficult to manage and enforce in every public facing entity. To be more inclusive, and move in a direction of encouraging businesses to be more inclusive, and in the spirit of Plano's commitment to reduce barriers at city facilities, a resolution to require all city owned facilities to provide closed captioning on televisions in public areas should be declared. The resolution would also include the encouragement of local businesses to do the same.

Activating closed captioning on all City televisions supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
