ITEM SUMMARY

RFB No. 2023-0183-B for Water Rehabilitation – Parker Road from Independence Parkway to Country Place Drive, Project No. 7050.1, for the Engineering Department to Quality Excavation, LLC in the amount of $4,642,725; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department opened bids on March 28, 2023 for the Water Rehabilitation – Parker Road from Independence Parkway to Country Place Drive. The project includes the removal and replacement of approximately 2,055 linear feet of 12” waterline, 8,270 linear feet of 8” waterline, 510 linear feet of 6” waterline, 10,808 square yards of reinforced concrete pavement, driveways, and barrier free ramps.

 

The lowest responsive and responsible bid was submitted by Quality Excavation, LLC, in the amount of $4,642,725. There were a total of 1,480 vendors notified of this project. Nine (9) complete bids were received for the project as shown in the attached bid recap.

 

If this project is not awarded, the result is continued deterioration of the existing, antiquated water lines within the project limits, resulting in increased maintenance costs for the City and a negative impact on the quality of life for surrounding residents and motorists along Park Boulevard due to disruptions in water service and traffic during maintenance operations.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Street Improvements CIP and Water CIP and is planned for future years in both funds, as well.  Construction services for the Water Rehab - Parker Road from Independence Parkway to Country Place Drive project, in the total estimated amount of $4,642,725, will leave a current year balance of $780,285 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
