| | | | | | | | BACKGROUND This Professional Services Agreement is to complete a Sanitary Sewer Evaluation Study (SSES) of four metered basins within the North Dallas Trunk Basin for I/I reduction. The study area consists of approximately 109,080 linear feet of smoke testing, 379 manhole inspections, approximately 10 dye tests and 20,000 linear feet of closed-circuit television (CCTV) inspections. To help manage costs, existing inspection data of sanitary sewer mains will be used for assessment, where available.
Reducing I/I into the sewer system is an important function of the city’s Capacity, Management, Operations & Maintenance (CMOM) plan to ensure pipe capacity for wastewater flow by reducing the introduction of rain and groundwater into the sewer collection system. In addition, the reduction of I/I reduces costs associated with the treatment of rainwater and groundwater.
RJN Group, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0379-XR.
RJN Group, Inc. completed Phase I of an inflow and infiltration (I/I) study of the Lower White Rock Creek and Dallas North Trunk Basins in 2021. Based on the analysis of data, there is excessive inflow for approximately 57% of the monitored area and excessive infiltration in a portion of the basin. It was recommended that a full SSES be completed in each of the sub-metered basins in the North Dallas Trunk Basin.
RJN Group, Inc. is completing Year 1 of Phase II this month, which studies three sub-metered basins downstream of the four sub-metered basins in this project.
If this expenditure is not approved, the City will continue to experience increased rainwater and groundwater flow into the collection system which causes higher total flow and increased treatment costs.

| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2022-23 Sewer CIP and is planned for future years, as well. The professional services agreement for the Sanitary Sewer Evaluation Study of North Dallas Trunk Basin Phase II project, in the total estimated amount of $350,991, will leave a current year balance of $24,500 for future project expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
