ITEM SUMMARY

RFB No. 2023-0281-ER for the initial term of $1,742,220 or two (2) years, whichever occurs first, with two (2) City optional renewals for Sealing Requirements Contract - 2022, Project No. 7430, for Public Works Department to Talbran Enterprises LLC in the amount of $1,742,220 for each term; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

Public Works Department recommends the bid for the Sealing Requirements Contract - 2022 project be awarded to Talbran Enterprises LLC, in the amount of $1,742,220, to be accepted as the lowest responsible bid for the project conditioned upon timely execution of all necessary documents.

 

This project involves cleaning and sealing 586,150 linear feet of redwood expansion joints, construction joints and cracks, on major arterials at various locations throughout the City of Plano.  Replacing failed seals on pavement is one of the most cost effective ways to extend the life of a street.  The sealant fills expansion joints and cracks to prohibit the intrusion of water into the subgrade which weakens the soil beneath the pavement by causing soil expansion, contraction, and undermining.

 

Public Works does not currently have the staffing and specialized equipment for both the routing and sealing of joints and the specialized traffic control needed for rolling closures related to this type of work on major thoroughfares as set forth in the Texas Manual of Uniform Traffic Control Devices. In addition, the Gerald P. Cosgrove Operations Center does not have sufficient space for additional storage of equipment and additional space for staff needed to perform the work in house. However, the feasibility to bring this work in house will be evaluated with upcoming Public Works Facility Masterplan Project.

 

If this project is not awarded at Council, these locations will not be sealed, which will result in elevated maintenance and replacement costs in the future. Additionally, planned overlay projects will be delayed. 

 

Engineer's estimate for this project is $2,040,000.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Street Improvements CIP and is planned for future years, as well.  Award of the Sealing Requirements Contract - 2022 has an initial term of two (2) years or $1,742,220 and two (2) City optional renewals for a total $5,226,660 if all renewal options are exercised.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
