ITEM SUMMARY

To approve the purchase of Fitness Equipment for the Carpenter Park, Oak Point and Tom Muehlenbeck Recreation Centers in the estimated amount of $482,860 from Team Marathon Fitness, Inc. dba Marathon Fitness through existing contracts; and authorizing the City Manager to execute all necessary documents. (Sourcewell Contract No. 081120-PCR and BuyBoard Contract No. 665-22) Approved

BACKGROUND

The Recreation Department is in need of replacing pieces of worn out strength and cardio fitness equipment at Carpenter Park, Oak Point and Tom Muehlenbeck Recreation Centers, the City’s busiest recreation centers. Upon evaluating equipment warranties and repair history the Department developed a standard to replace equipment every five years or after 6,000 hours of use. This standard ensures facilities are able to provide patrons quality equipment while avoiding the majority of costly repairs that historically appear after the five years and/or 6,000 hours of use.

The fitness component of the recreation centers drives the majority of recreation membership sales. The citizens of Plano have come to expect a level of service that is reflected in the City’s strategic vision: the provision of outstanding services and facilities, and a place that values and expects excellence. Keeping the City’s recreation facilities equipped with efficient and functioning fitness equipment supports that vision. 

The Recreation Department recommends purchasing the Precor equipment from Team Marathon Fitness through Sourcewell Contract No. 081120-PCR and BuyBoard Contract No. 665-22 for a total amount of $482,860.

The funds for this purchase are available through the Department’s Equipment Replacement Fund, 071-904-6208.

Historically, feedback from recreation members has indicated that fitness equipment brand consistency within each facility as well as across recreation centers is important. Replacing worn out equipment with equipment from a different manufacturer has resulted in complaints from patrons in the past. In addition, consistency among center equipment allows recreation members to work out at multiple centers with ease. To reduce negative feedback and ensure equipment consistency, we recommend the existing equipment be replaced with equipment from the same manufacturer. Our facilities currently offer Precor and Cybex fitness equipment.  Team Marathon Fitness is the preferred vendor of Precor equipment on the existing Sourcewell and BuyBoard contracts.

Staff believes that not replacing worn out, outdated or nonworking pieces of equipment, or replacing equipment from a variety of manufacturers, would negatively impact both public perception and membership numbers. 

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. (Sourcewell Contract No. 081120-PCR, BuyBoard Contract No. 665-22, and City of Plano Contract No. 2023-0382-O)

 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Recreation Equipment Replacement Fund.  Approval of this purchase, in the amount of $482,860, will replace equipment at Carpenter Park, Oak Point and Tom Muehlenbeck Recreation Centers.

 

Approval of this item supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
