Public Works recommends participating on the City of Garland Contract BL-9278 for the Traffic Signal and Miscellaneous Traffic Construction Contract with Mel's Electric, LP to install Traffic Signal equipment on an as needed basis. The contract term is for one (1) year and two (2) renewals of the same term for an annual estimated total of $600,000 and a total estimated expenditure of $1,800,000 if all renewal options are exercised.
Public Works’ Signal Division currently maintains approximately 241 existing signalized intersections. In addition, Traffic Engineering has 10 new signalized intersection locations planned in the near future. The Signal Division’s staff completes regular maintenance on the existing signalized intersections which include maintenance of traffic cabinets, cameras, signal heads, painting, wiring and cable.
This contract would supplement City staff by offering both emergency and new installation service support that staff cannot complete in-house. For example, when a signal pole is knocked down in an accident, City staff does not have the equipment such as a boom truck/crane to reinstall the signal pole. On new installations, the city does not have the auger truck to perform pier drilling for the new signal pole foundations. In addition, this contract will provide boring/trenching services for new conduit installation below existing streets. These services are intermittent as needed and not part of the city’s regular maintenance program.
If this contract is not awarded, necessary repairs at existing intersections will not be completed in a timely manner.
This contract was awarded by a competitive bid process through the City of Garland and meets all of the purchasing requirements that are necessary by the City of Plano. The funding for this contract is coming from Street Improvements Fund (36727) and Capital Maintenance Fund (51149).
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
