RFB No. 2023-0341-B for West Arterial Overlay - 2023, Project No. 7541, for the Public Works Department to Texas Materials Group, Inc. dba Texas Bit in the amount of $3,332,209; and authorizing the City Manager to execute all necessary documents. Approved

Public Works recommends the bid for the West Arterial Overlay – 2023 project be awarded to Texas Materials Group, Inc. dba Texas Bit, in the amount of $3,332,209; to be accepted as the lowest responsible bid for the project, conditioned upon timely execution of all necessary documents.

Arterial concrete repair and thin overlay was one of the major components of the 2021 Street Bond Program.  This project will install over 6 miles of thin overlay on Hedgcoxe Road between Coit Road and Custer Road, on Parker Road between the west City limits and Parkwood Boulevard, and on Parkwood Boulevard between Windhaven Parkway and Plano Parkway. This work must be contracted out because installation of the thin overlay requires the use of very specialized equipment such as a spray paver that the City does not currently own, does not have the space to store, and does not have the expertise to maintain or operate.  In addition, the overlay can only be installed between May and October when pavement temperatures are above sixty degrees.

If this project is not awarded at Council, the overlay will not occur. This will lead to elevated repair and maintenance costs in the future and the existing ride surface will not be improved.

Funding for this item is available in the 2022-23 Street Improvements CIP and is planned for future years, as well.  Construction Services for the West Arterial Overlay - 2023 project, in the total estimated amount of $3,332,209, will leave a combined balance of $335,591 for future project expenditures.
