For the Municipal Center Council Chamber Renovation project, the CMAR Delivery method is recommended.
Through a two-step Request for Qualifications process (RFQ 2020-0109-B), the city received qualifications from eleven (11) firms for the subject project on December 15th, 2021.The evaluation team consisted of staff from several stakeholder departments.
The team requested the four top-scoring firms to submit proposals for pre-construction services and fees for managing the construction of the project, and then present their project solution to City staff. The firms were asked to describe their pre-construction and construction approaches for the project. The firms further discussed their previous experiences with similar projects that were with comparable technology systems.
Based on their proposed fees, project team, project approach and interview, City staff selected Pogue Construction Company, LP as Construction Manager at Risk (CMAR) for the subject project and entered into a pre-construction services agreement on March, 21, 2022.
During the pre-construction period, Pogue Construction Company, LP, working with the Consultant/Architect (BSW Architects) and City staff, developed a Guaranteed Maximum Price (GMP) for management and construction of the Municipal Center Council Chamber Renovation project, providing extensive constructability feedback and several construction cost estimates as part of the design development. Pogue Construction Company, LP also provided several value management and construction options to keep the project within budget.
Citizens approved the 2021 Bond Referendum to renovate the Chamber and its systems while addressing previously identified ADA compliance issues, acoustics, security and technology. In compliance with bond fund use guidelines, the technology portion of this project is funded by accompanying PEG Funds.
If this agenda item is not approved, the Council Chamber will remain uncompliant with current ADA requirements, require the continued use of outdated technological infrastructure, continue to have less than desirable security measures and existing audio and video deficiencies will not be addressed.
Staff and the design consultant have reviewed and recommend acceptance and approval of the GMP of $6,004,653 for the subject work.
The City intends to enter into a construction contract with Pogue Construction Company, LP, for the construction of the Municipal Center Council Chamber Renovation Project.
