The City of Plano currently uses a contracted custodial service vendor to clean, disinfect 50 city facilities totaling 1,176,129 square feet. The cleaning service vendor is a turnkey operation that supplies administrative, supervision, labor, equipment, paper products, chemicals and supplies to clean and disinfect facilities on 3 shifts and weekends according to the specifications of the contract.
The department began to outsource custodial services over 30 years ago due to the high turnover rate of custodial personnel and the cost to furnish equipment and city vehicles to maintain facilities. The department has estimated that the cost to perform the work in house is double the cost vs outsourcing.
Through a RFP process, the City received proposals from nineteen companies, in reference to the above subject, on March 13, 2023. The Evaluation Team consisted of Library, Parks and Recreation Department, Police Department, and Facilities Department staff.
Through the evaluation, the Committee determined Eagle Maintenance Co. Inc. demonstrated the capability to execute the scope of the contract and determined that they would provide the best value to the City. Eagle Maintenance Company, Inc. is the incumbent vendor since 2018 and has proven to be responsive and capable of executing the terms of the contract.
The funding for the bid is budgeted in Contractual – Professional Services 353-6312.
Failure to approve this award will result in the degradation of sanitary conditions, appearance and aesthetics in City of Plano facilities.
