To amend Section 12-13 (c), One-way streets on school days, of Article I, In General, Chapter 12, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Plano, Texas to amend or repeal one-way streets within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. Adopted Ordinance No. 2023-7-5

Jackson Drive by Jackson Elementary School, Mollimar Drive by Weatherford Elementary School, Silverstone Drive by Hughston Elementary, and Wilson Drive by Shepard Elementary School are designated as one-way streets during certain times on school days to facilitate student drop-off and pick-up.

Plano Independent School District requested the removal of one-way restrictions for Jackson Drive and Wilson Drive that are no longer necessary and revisions of the effective times of one-way restrictions for Mollimar Drive and Silverstone Drive to reflect the new school hours that will take effect beginning in the 2023-2024 school year.

Converting from one-way to two-way operation will restore accessibility in the community, and the proposed times for one-way operation will better align with the new drop-off and pick-up hours.

The Transportation Engineering Division of the City of Plano recommends an amendment to a certain section of the Code of Ordinances to remove one-way restrictions for Jackson Drive and Wilson Drive and to revise the effective times of one-way restrictions for Mollimar Drive and Silverstone Drive.

This item may impact revenue collected from parking fines due to the implementation of parking restrictions; however, the exact change in revenue is indeterminable and will have minimal impact on the General Fund budget.

Approval of this item to amend or repeal one-way streets on school days supports the City's Strategic Plan Critical Success Factor of Multi-Modal Transportation and Mobility Solutions.
