Interlocal Agreement between the City of Plano, Dallas Area Rapid Transportation (DART), and Legacy Area Transportation Management Association (LATMA)

RECOMMENDED ACTION:Approval of Contract / Agreement

ITEM SUMMARY

To approve the terms and conditions of an Interlocal Agreement between the City of Plano, Dallas Area Rapid Transportation (DART), and Legacy Area Transportation Management Association (LATMA) concerning the Legacy Area Transportation Management Association Mobility Study; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Legacy Area Transportation Management Association (LATMA) was created in 2018 for the purpose of promoting public transportation and other mobility services for Northwest Plano’s Legacy business district.

 

The LATMA has received approval from the North Central Texas Council of Governments (NCTCOG) to receive federal funding to support TMA services.

 

The Interlocal Cooperation Act, Chapter 791 of the Texas Government Code provides authority for the City of Plano and DART to enter into this agreement to fund a consultant contract whose services are of mutual interest and benefit to the City of Plano, DART, and the LATMA.

 

The Consultant study tasks include a) parking mobility and curb management evaluation; b) local circulator shuttle analysis; c) EV charging station analysis; d) dockless scooter evaluation; and e) project management. This study will establish baseline traffic conditions for each task above, identify problem areas, and develop recommended improvements with a goal to reduce vehicle delay, stops, and emissions which all lead to less traffic congestion and improved safety. 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the FY 2022-23 Street Improvements CIP budget.  The total cost for the LATMA Mobility Study is $164,000; LATMA will contribute $95,000, DART will contribute $19,000 and the City's portion is $50,000.  Funding this item will leave a current balance of $82,547 for future transportation projects.

 

Approval of this item supports the City's Strategic Plan Critical Success Factor of Multi-Modal Transportation and Mobility Solutions.
