To approve the First Amendment to the Interlocal Cooperation Agreement between the City of Plano and the Plano Independent School District for the renovation of Caddo Park; and authorizing the City Manager to execute all necessary documents. Approved

The Plano City Council approved the terms and conditions of an Interlocal Cooperation Agreement with Plano Independent School District (PISD) for the Caddo Park Renovation at its May 9, 2022 meeting.  Within this agreement, PISD granted the City a permanent linear park easement and a right of entry to deliver and remove project materials and supplies at Davis Elementary School.  In exchange, the City agreed to construct (at PISD's expense) a boundary fence along Pittman Creek to provide a barrier to aid PISD staff in supervising students using the playground and other amenities at Caddo Park.

The proposed amendment will change the terms of the agreement so that the City will cover the cost of installing a fence at Caddo Park desired by PISD to keep students away from the creek, and in exchange PISD will grant the City temporary easements at Christie Elementary so that sediment removed from the pond at Big Lake Park can be dewatered and temporarily stored before being sent offsite for permanent disposal. The PISD Board is set to consider the first amendment at their June 20, 2023 meeting.

Funding for this item is anticipated in the FY 2022-23 Parks Improvements CIP Re-Estimate.  This amends the original ILA for Caddo Park listing the City to assume the cost to construct a boundary fence at Caddo Park for a total amount of $64,690.
