ITEM SUMMARY

To amend Section 12-73 (d) of Article IV, Speed, of Chapter 12, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Plano, Texas to revise the effective times for school zones on various streets within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. Adopted Ordinance No. 2023-6-8

 

 

BACKGROUND

The primary purpose of school zone speed limits is to reduce the speed of travel on roadways at school crosswalks in order to reduce the potential for pedestrian – vehicle collisions.

 

Beginning in the 2023-2024 school year, the Plano Independent School District (PISD) will increase school hours by delaying student release times by 10 minutes for all PISD schools.

 

Following state guidelines, the existing effective times of school zones serving elementary or middle schools or both will be adequate; however, those serving high schools will require adjustments.

 

Transportation Engineering staff finds it necessary and in the best interest of the City and its citizens to revise the effective times of certain school zones to reflect the new school hours for the 2023-2024 school year.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item may impact revenue collected from fines due to the implementation of revised school zone hours; however, the exact change in revenue is indeterminable and will have minimal impact on the General Fund budget.

 

Approval of this item supports the City's Strategic Plan Critical Success Factors of Safe, Vibrant Neighborhoods and Multi-Modal Transportation and Mobility Solutions.
