ITEM SUMMARY

RFB No. 2023-0226-B for Jack Carter Park Improvements, Project No. 7311, for the Parks and Recreation Department to North Rock Construction, LLC in the amount of $3,793,714; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Parks and Recreation Department opened bids on May 3, 2023 for Jack Carter Park Improvements, Project No. 7311. The project is a renovation of existing athletic fields, lighting and irrigation; new restroom building; replacement and extension of trail around athletic fields, providing a new trail extension to the west side of Independence Parkway; retaining walls; irrigation, tree planting, and site repair. The renovation project will rehabilitate the park after the removal of the former maintenance shop to expand usable park space for residents. Improvements are consistent with the Jack Carter Master Plan, created through resident outreach.

 

The lowest responsive and responsible bid was submitted by North Rock Construction LLC, in the amount of $3,793,714. There was a total of 1,741 vendors notified of this project. Ten complete bids were received for the project as shown in the attached bid recap.

 

The benefit of this project is the completed restoration of the site, expanded park use for residents, improved athletic playing fields and associated restrooms, and trail extension to the west side of Independence Parkway.

 

Failure to approve this item could result in continued underutilization of the site of the former maintenance shop, continued wear on the athletic fields and outdated restrooms.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Park Improvements CIP and Park Fee Program and is planned in both funds for future years, as well.  Construction services for the Jack Carter Park Improvements project, in the total estimated amount of $3,793,714, will leave a project balance of $33,981 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
