AGENDA ITEM:The City of Plano is required to develop and update a Hazard Mitigation Action Plan (HMAP). every five years to meet state and federal statutes. This is our update for 2023.
RECOMMENDED ACTION:Adoption of Resolutions

ITEM SUMMARY

To approve the City of Plano Hazard Mitigation Action Plan and providing an effective date. Resolution No. 2023-6-7(R)

BACKGROUND

The City of Plano is required to develop and update a Hazard Mitigation Action Plan (HMAP) every five years in accordance with Federal Emergency Management Agency Disaster Mitigation Act of 2000 as amended in the Stafford Act as part of the Code of Federal Regulations, Stafford Act Title 44, Chapter 1, Part 201.

 

Development of a Hazard Mitigation Action Plan is a complex process requiring many steps, including a detailed planning process, hazard identification and risk assessment, and development of a mitigation strategy. The overall process must include collaborative efforts with internal City departments as well as with outside stakeholders incorporating public outreach, community meetings, meetings with adjacent jurisdictions, school districts, and other regional stakeholders.

 

The City of Plano’s HMAP is a record of the community’s potential risks and hazards which outlines the communitywide commitment to reducing consequences from natural and human-caused hazards. The HMAP outlines mitigation goals, identifies risk reduction strategies for hazards that threaten the area, and discusses prioritized actions and goals Plano will take to mitigate hazards.

 

The 2023 HMAP involved almost two years of revision, modification, and alignment of the plan itself to meet updated federal statutes. The document meets the most current FEMA’s local mitigation planning policies and requirements which just went into effect on April 19, 2023.

 

Adoption of the plan by the City Council is not only a federal requirement, but also demonstrates the council commitment to hazard mitigation and achieving the goals outlined in the Hazard Mitigation Action Plan.
