The Engineering Department recommends approval of an expenditure in the amount of $376,400 for engineering professional services from Halff Associates, Inc. for the Screening Wall Replacement - Marsh Lane, Project No. ENG-S-00004. This project includes removal and replacement of 4,250 LF of screening wall and sidewalks in the Oak Brook Estates and the Hills at Preston neighborhoods at the following locations:
1. East Side of Marsh Lane, South of Parker Road (3,300 LF)
2. West Side of Midway Road, South of Parker Road (950 LF).
Halff Associates, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR.
Halff Associates, Inc. was deemed most qualified for this project based on previous successful experience with City of Plano screening wall design projects including Screening Wall Replacement - Coit Road at Highland Shores Drive (Project 7216) and Screening Wall Replacement - Parkwood Boulevard, Nassau Drive and Willow Bend Drive (Project 7463).
The benefit of this project includes the reconstruction of deteriorating neighborhood infrastructure including the screening wall and adjacent sidewalks.
Not approving the expenditure would result in continuing deterioration of neighborhood infrastructure including the screening wall and adjacent sidewalks, resulting in increased maintenance costs and the quality of life for the neighboring residents.
