RFB No. 2023-0426-B for Intersection Improvements: McDermott Road & Coit Road, Legacy Drive & Hedgcoxe Road, West Spring Creek Parkway & Windhaven Parkway, Jupiter Road & Los Rios Boulevard, Project No. 7218, for the Engineering Department to XIT Paving and Construction, Inc. in the amount of $2,818,808; and authorizing the City Manager to execute all necessary documents. Approved

The Engineering Department opened bids on June 15, 2023 for the Intersection Improvements: McDermott Road & Coit Road, Legacy Drive & Hedgcoxe Road, West Spring Creek Parkway & Windhaven Parkway, Jupiter Road & Los Rios Boulevard, Project No. 7218. The project includes construction at each of the four intersections, including capacity improvements consisting of additional left-turn and right-turn lanes, median improvements, traffic signal upgrades, improvements to sidewalks and barrier-free ramps for pedestrian access, and pavement marking updates.

The lowest responsive and responsible bid was submitted by XIT Paving and Construction, Inc., in the amount of $2,818,808. There were a total of 1794 vendors notified of this project. Two (2) complete bids were received for the project as shown in the attached bid recap.

If this project is not awarded, traffic congestion and delays would continue to increase and vehicular and pedestrian safety would continue to be reduced, resulting in a reduction in the quality of life for citizens and motorists at these locations.

Funding for this item is planned in the 2023-24 Street Improvements CIP.  Construction services for the Intersection Improvements: McDermott Road & Coit Road, Legacy Drive & Hedgcoxe Road, West Spring Creek Parkway & Windhaven Parkway, Jupiter Road & Los Rios Boulevard project, in the total estimated amount of $2,818,808, will leave a project balance of $197,842 for future expenditures.
