The Engineering Department recommends approval of Contract Modification No. 3 for the increase in the professional services agreement with Kimley-Horn and Associates, Inc., in the amount of $121,500, for the Sewer Improvements - Plano Parkway Parallel Interceptor – Project No. 7294.

Contract Modification No. 3 includes Engineering design and construction phase services related to diversion of sewer flows from Plano into Richardson as necessary by the North Texas Municipal Water District due to abandonment of the existing 30/36” Prairie Creek Relief Sewer Line. The new sewer interceptor will need new remote monitoring and control gates and monitoring of the flow meter from the SCADA system. Easement surveying, structural design, and new manhole/alignment design to provide connection of the new 42” sewer interceptor into the existing 36” sewer main are also included in this contract modification.

Modification 1 was executed on May 18, 2022 to amend the Scope of Services for a no-cost Modification.

Modification 2 was executed on August 11, 2022 to increase the agreement by $20,600 for a total contract amount of $440,100.

If this contract modification is not approved, requirements that need to be included to provide sewer control and relief with NTMWD system will not be completed, resulting in the potential for surcharges in the new and existing sewer mains and potential odor issues. This would lead to a reduction in the quality of life for surrounding residents and businesses in south Plano, and increased maintenance costs to flush the system and mitigate continuous issues.

Funding for this item is available in the 2022-23 Sewer CIP.  Modification No. 3 for the Sewer Improvements - Plano Parkway Parallel Interceptor project, in the total amount of $121,500, will leave $99,100 for future professional services expenditures.
