The Parks and Recreation Department opened bids on March 23, 2023 for the Christopher A. Parr Library Irrigation and Landscape Renovation. The Library is located at 6200 Windhaven Parkway, Plano, Texas. The renovation project includes re-grading throughout, erosion control, new sod, removal of intruding trees, and new storm drainage throughout. The renovation also includes replacing the twenty-two year old irrigation system that has become inefficient and high maintenance.

The lowest responsive and responsible bid was submitted by SRH Landscapes, LLC in the amount of $359,678. There were 1,717 vendors notified of this project. We received six complete bids for the project as shown in the attached bid recap.

Impact

The benefit of this project includes providing a solution to the drainage and erosion issues, which could prevent future foundation issues and dangerous conditions on sidewalks after a rain. The addition of new sod, removal of trees, and irrigation system will also enhance the beauty and usefulness of the Library. Not approving the expenditure could result in worsening drainage problems, declining sod, more erosion issues, and more cost for irrigation repairs.

Funding for this item is available in the 2022-23 Parks Capital Maintenance Fund. SRH Landscapes, LLC will complete landscape and irrigation services at Christopher A. Parr Library for a total amount of $359,678, which will leave a balance of  $15,322 for future expenditures.
