| | | | | | | | ITEM SUMMARY To approve an expenditure for engineering professional services for Rigsbee Drive, Peppertree Place, Laurel Lane, and Trailridge Drive Paving and Water Improvements, Project No. ENG-CMB-00003, in the amount of $693,430 from Lockwood, Andrews & Newnam, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

| | | | | | | | BACKGROUND The Engineering Department recommends approval of an expenditure in the amount of $693,430 for engineering professional services from Lockwood, Andrews & Newnam, Inc. for the Rigsbee Drive, Peppertree Place, Laurel Lane, and Trailridge Drive Paving and Water Improvements Project No. ENG-CMB-00003. This project includes preliminary design, final design, and construction related engineering services for the water line replacement and full street paving and sidewalk replacement. The design will also include drainage evaluation and replacement of two culvert crossings along Rigsbee Drive. The project locations include:
1. Rigsbee Drive - from Briarwood Drive to Park Boulevard (2,340 linear feet)
2. Peppertree Place – Jupiter Road to Rigsbee Drive (2,260 linear feet)
3. Laurel Lane – Jupiter Road to Rigsbee Drive (2,270 linear feet)
4. Trailridge Drive – Laurel Lane to Lemmontree Lane (610 linear feet)
Lockwood, Andrews & Newnam, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR. Lockwood, Andrews & Newnam, Inc. previous successful projects included similar work related to the design of residential street paving, water lines and storm drainage for the City of Plano.
The benefit of this project includes updating the existing outdated water lines and storm drain infrastructure and reconstruction of deteriorating concrete street pavement and sidewalk along these neighborhood streets.
Not approving the expenditure would result in continued and increased maintenance costs, intermittent service interruptions, and a reduction in quality of life for local residents. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2022-23 Street Improvements CIP and is planned for future years, as well. Engineering professional design services for the Rigsbee Drive, Peppertree Place, Laurel Lane, and Trailridge Drive Paving and Water Improvements project, in the total estimated amount of $693,430, will leave a project balance of $6,570 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
