To approve an expenditure of four (4) chillers for the Municipal Center in the estimated amount of $453,000 from Yazaki Energy Systems, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

The City of Plano Municipal Center has four (4) existing Yazaki Chiller Units that provide chilled water for the building’s HVAC system. These four (4) units have reached their end of service life and require replacement.

These existing units are unique in their capacity, size, controls, electrical and physical connections to the system components. By specifying the Yazaki Chiller units, the supporting infrastructure will not require replacement.  A sole source procurement is recommended, which is exempt from competition as provided in Texas Local Government Code Chapter 252, Subchapter B Section 252.022(a)(7)(A). This procurement is directly from the manufacturer at direct costs, eliminating any competition of suppliers/wholesalers.

If this sole source procurement is not approved, the chillers will fail leading to potential disruption in service at the Municipal Center. 

Funding for this item is planned in the 2022-23 Capital Maintenance Fund. The purchase of four (4) Yazaki Chiller Units for the Municipal Center, in the total estimated amount of $453,000, will leave a project balance of $881,000 for future expenditures.
