| | | | | | | | BACKGROUND This contract is for routine median and right-of-way mowing, routine tree maintenance, litter collection, landscape maintenance and annual mulch maintenance at various locations throughout the city along multiple high traffic thoroughfares. The locations have been mapped and labeled Median Mowing and Landscape Maintenance for High-Traffic Thoroughfares. Comprised of 9 locations totaling 48.88 acres of turf, 5.83 acres of landscape bed for a total of 54.71 acres and includes: US 75, Coit Rd Riverbend Wall beds, Coit Rd Entry bed, Los Rios bed, Parker bed, Plano Pkwy bed, Preston Rd beds, Shiloh South of 14th, and Shiloh South of Plano Pkwy.
This solicitation was completed using the competitive sealed bid process. The City received four bids.
It is the recommendation of Plano Parks and Recreation to award 2023-0086-AC, Median Mowing and Landscape Maintenance for High-Traffic Thoroughfares to Nico’s Landscape LLC, the lowest, responsive, and responsible bidder. The estimated annual expenditure is $196,930.
The initial contract term for Median Mowing and Landscape Maintenance for High-Traffic Thoroughfares is one-year with five one-year automatic renewals for a potential of a six (6) year contract. If all renewals are exercised, the total expenditure will be $1,181,580.
Performing this service contractually versus in-house will save the city $61,576 annually. This is a 23% savings.
Failure to award this contract would result in numerous medians and rights-of-way becoming non-compliant with City of Plano municipal regulations for weeds, rubbish and traffic visibility. This could lead to increased traffic hazards. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2022-23 Park Median Maintenance Budget. This request is for a one-year contract with five (5) one-year automatic renewals for Median Mowing and Landscape Maintenance for High-Traffic Thoroughfares for a total estimated amount of $1,181,580. The first year will be funded out of the 2022-23 Park Median Maintenance Budget, in the estimated amount of $26,757, which will leave a remaining balance of $170,515 for other contractual expenditures. Future year expenditures are dependent on contract renewals in the annual estimated amount of $196,930 in the 2023-24 through 2027-28 Budgets and $170,173 in the 2028-29 Budget. All future year expenditures will occur within council approved appropriations.
Approval of this contract supports the City's Strategic Plan Critical Success Factors of a Safe, Vibrant Neighborhoods and Excellent, Innovative, and Accountable City Government.
