ITEM SUMMARY

RFB No. 2023-0483-AC for a one (1) year contract with five (5) one-year automatic renewals for Re-Bid Median and Right-of-Way Mowing, Group D, for the Parks and Recreation Department to Southlake Landscaping & Maintenance, Inc. in the estimated amount of $237,836; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

This contract is for routine median and right-of-way mowing, routine tree maintenance, litter collection, and annual mulch maintenance at various locations throughout the city along multiple high traffic thoroughfares.  The locations have been mapped and labeled Group D.  Group D is comprised of 14 locations totaling 139.91 acres and includes: 15th St, Alma Dr, Coit Rd, Custer Rd, Headquarters Dr, Hedgcoxe Dr, Independence Pkwy, K Ave, Mc Dermott Dr, Ohio Dr, Park Blvd, Rasor Blvd, Ridgeview Dr, and Westwood Dr. 

 

This solicitation was completed using the competitive sealed bid process. The City received three bids.

 

It is the recommendation of Plano Parks and Recreation to award 2023-0483-AC, Median and Right-of-Way Mowing, Group D to Southlake Landscaping & Maintenance, Inc., the lowest, responsive, and responsible bidder. The estimated annual expenditure is $237,836.

 

The initial contract term for Group D is one-year with five one-year automatic renewals for a potential of a six (6) year contract.  If all renewals are exercised, the total expenditure will be $1,427,016.

 

Performing this service contractually versus in-house will save the city $104,963.19 annually. This is a 30.62% savings.

 

Failure to award this contract would result in numerous medians and rights of way becoming non-compliant with City of Plano municipal codes and ordinances for weeds, rubbish, and traffic visibility.  This could lead to increased traffic hazards.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Park Median Maintenance Budget. This request is for a one-year contract with five (5) one-year automatic renewals for Median and Right-of-Way Mowing (Group D) for a total estimated amount of $1,427,016. The first year will be funded out of the 2022-23 Park Median Maintenance Budget, in the estimated amount of $39,485, which will leave a remaining balance of $157,787 for other contractual expenditures. Future year expenditures are dependent on contract renewals in the annual estimated amount of $237,836 in the 2023-24 through 2027-28 Budgets and $198,351 in the 2028-29 Budget. All future year expenditures will occur within council approved appropriations.              

 

Approval of this contract supports the City's Strategic Plan Critical Success Factors of a Safe, Vibrant Neighborhoods and Excellent, Innovative, and Accountable City Government.
