ITEM SUMMARY

RFB No. 2023-0470-B for Legacy Drive Corridor Improvements, Project No. 6069.1, for the Engineering Department to XIT Paving and Construction, Inc. in the amount of $4,220,184; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department opened bids on June 29, 2023 for the Legacy Drive Corridor Improvements. The project includes the construction of intersection improvements at three (3) intersections along Legacy Drive corridor. The Independence Parkway and Legacy Drive intersection improvements include additional left turn lanes in all four directions. The Custer Road and Legacy Drive intersection improvements include additional left turn lanes in all four directions and a free right turn lane on westbound Legacy Drive to northbound Custer Road. The K Avenue and Legacy Drive intersection improvements include a right turn lane on westbound Legacy Drive (west of K Avenue) to the northbound US 75 service road, the removal of the railroad crossing on Legacy Drive just east of the US 75 service road, an additional northbound through lane along K Avenue south of Legacy Drive, an additional right turn lane from eastbound Legacy Drive to southbound K Avenue, and an additional southbound through lane along K Avenue north of Legacy Drive.

 

The lowest responsive and responsible bid was submitted by XIT Paving and Construction, Inc., in the amount of $4,220,184. There were a total of 1,551 vendors notified of this project. Two (2) complete bids were received for the project as shown in the attached bid recap.

 

If this project is not awarded, the traffic congestion at these three intersections along Legacy Drive will continue and increase over time creating unsafe conditions for motorists and a reduced quality of life for adjacent residents.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Street Improvements CIP and is planned for future years, as well.  Construction services for the Legacy Corridor Intersection Improvements project, in the total estimated amount of $4,220,184, will leave a balance of $35,000 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
