ITEM SUMMARY

To approve the purchase of four (4) Pierce Enforcer Pumper Trucks for Fleet Services in the estimated amount of $3,283,450 from Siddons-Martin Emergency Group, LLC through an existing contract; and authorizing the City Manager to execute all necessary documents. (HGAC Contract No. FS12-19) Approved

BACKGROUND

It is the recommendation of Fleet Services to acquire four (4) Pierce Enforcer Pumper Trucks in the amount of $3,283,450 from Siddons-Martin Emergency Group, LLC through HGAC Contract No. FS12-19.  Fleet Services and Purchasing have reviewed multiple Cooperative Contract quotes and found this to be the best value for the City.  Award for the funding of the lease of these units is requested in a companion agenda item.

 

These units are approved fleet additions from Capital Outlay FY2022-23 in Fire-Rescue.  The Pumpers will serve as reserve units in continuous service that temporarily replace frontline units around the city that are undergoing maintenance and repair.  The Fire Department currently uses older units that are no longer on the front line as their reserve fleet.  However, reserve units have seen increased use and are typically in service daily.  The current reserve units are suffering from structural integrity issues in the cabs that are leading to increased downtime and maintenance costs. 

 

The acquisition of these units is necessary for the following reasons:

 

1.    These units are required to replace frontline Pumper Trucks undergoing maintenance and repair.

 

2.    The retained units currently serving as reserve units are suffering from structural integrity issues that makes continued use of these units unreliable and cost prohibitive.

 

3.    If reserve units are not acquired, the retained units will experience increased breakdowns and additional downtime for repairs.  Reserve units may not be available when frontline units are undergoing maintenance and repairs.

 

This is a companion item to the PNC Lease Agreement with the City of Plano for the Funding of the  (4) Pierce Enforcer Pumper Trucks.

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. (HGAC Contract No. FS12-19 and the City of Plano Contract No. 2023-0421-O)

 

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves the acquisition of four (4) Pierce Enforcer Pumper Trucks in the amount of $3,283,450 from Siddons-Martin Emergency Group, LLC. These units are approved fleet additions in the Equipment Replacement Fund and will be funded through a five (5) year lease agreement with PNC Bank, National Association. The approval of the lease agreement is on a companion item on the agenda. 

Approval of this item will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government with Safe, Vibrant Neighborhoods.
