ITEM SUMMARY

To approve the purchase of thirty (30) Chevrolet Tahoe Police Pursuit Vehicles (PPV) in the amount of $1,563,916 from Lake Country Chevrolet and one (1) Chevrolet Tahoe (FL) in the amount of $49,475 from Caldwell Country, for a total amount of $1,613,391 through existing contracts; and authorizing the City Manager to execute all necessary documents. (TIPS Contract No. 210907 & BuyBoard Contract No. 601-19) Approved

 

 

BACKGROUND

It is the recommendation of Fleet Services to purchase thirty (30) Chevrolet Tahoe Police Pursuit Vehicles (PPV) in the amount of $1,563,916 from Lake Country Chevrolet through TIPS Contract No. 210907 and one (1) Chevrolet Tahoe FL (base trim level) in the amount of $49,475 from Caldwell Country through BuyBoard Contract No. 601-19.  Fleet Services and Purchasing have reviewed multiple Cooperative Contract quotes and found these to be the best value for the City.

 

The 30 Chevrolet Tahoe PPV units are scheduled replacements from Capital Outlay FY2023-24.  The additional Chevrolet Tahoe is an approved fleet addition from Capital Outlay FY22-23 supplement number 71721002 and will be assigned to Traffic Engineering for overseeing traffic related projects throughout the city.

 

The purchase of these units is necessary for the following reasons:

 

  1. The marked patrol units will be used to replace vehicles in the patrol, traffic, neighborhood police officer, and crime prevention units.
  2. The old units are in need of replacement.  The determination for the need of replacement is based on age, usage, maintenance cost, and re-sale value.  Based on these criteria, Fleet Services recommends the replacement of the above units. 
  3. If these units are not replaced, additional maintenance costs will be incurred and the salvage values will be greatly depreciated.  In addition, the older, aging units will limit the users’ ability to perform their duties because of increased breakdowns and additional downtime for repairs.  If the Chevrolet Tahoe is not replaced, Engineering will not have an adequate number of vehicles for site visits and staff will have to use personal or pool vehicles.

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. (TIPS Contract No. 210907, BuyBoard Contract No. 601-19 and City of Plano Internal Contract No. 2023-0619-O)

FINANCIAL SUMMARY/STRATEGIC GOALS

Funds are available in the FY 2022-23 Equipment Replacement Fund budget to purchase one (1) Chevrolet Tahoe from Caldwell Country. This purchase is for an approved Fleet addition in the Engineering Department. The purchase amount for this item is $49,475 and the total budgeted amount was $57,000. The remaining balance of $7,525 will be used for other Fleet and Equipment Replacement purchases. Also, funds are being budgeted in the FY 2023-24 Proposed Equipment Replacement Fund budget for the purchase of thirty (30) Chevrolet Tahoe Police Pursuit Vehicles (PPV) in the amount of $1,563,916 from Lake Country Chevrolet. These units are scheduled replacements assigned to the Police Department. 

 

Approval of this purchase relates to the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
