ITEM SUMMARY

To approve an expenditure for Professional Services Data Migration Engagement for a two (2) year, three (3) month contract in the estimated amount of $150,320 from Girikon, Inc. for the Technology Solutions Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

Technology Solutions recommends awarding a Professional Services contract for Data Migration Engagement to Girikon, Inc. This contract is crucial for the successful execution of the Development Solutions System Replacement (DSSR)  project. This contract is to plan and develop the processes and tools necessary to complete the migration of multiple Development Services systems and data sources to the new Development Services System tool.  The services provided by Girikon, Inc. include identifying existing data sources, extracting data, transforming data, normalizing data, de-duplicating data, accelerated delivery, and risk mitigation.

 

The estimated expenditure of $150,320 is within budget, sourced from the Technology Improvement Fund 29.94331.6312. Not awarding the contract to Girikon, Inc. could lead to adverse effects on the DSSR project, such as poor data quality and an increased risk of inaccurate, duplicate, and missing data. This could negatively impact and extend the project timeline leading to inadequate data management measures which may result in data breaches, compliance issues, and legal liabilities.

 

The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(4).  (City of Plano Internal Contract No. 2023-0553-X)

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Technology Improvements CIP Fund.  This request is to approve the anticipated expenditures for Data Migration Support from Girikon, Inc., in the total estimated amount of $150,320.  Future year funding will be available in the amount of $130,000 in FY 2023-24, $15,320 in FY 2024-25, and $5,000 in FY 2025-26 Technology Improvements CIP Fund.  All future year expenditures will occur within council approved appropriations.
