RECOMMENDED ACTION:Purchase from Existing Contract

ITEM SUMMARY

To rescind the purchase of Traffic Signal Maintenance from Mel’s Electric, LP and approve the purchase of Traffic Signal Maintenance for a one (1) year contract with two (2) one-year City optional renewals for the Public Works Department in the estimated annual amount of $600,000 from Mel's Electric, LLC through an existing contract; and authorizing the City Manager to execute all necessary documents. (City of Garland Contract BL-9278 and City of Plano Internal Contract No. 2023-0402-I).Approved

PREVIOUS ACTION/PRESENTATION

On June 12, 2023, City Council awarded RFB No. 2023-0402-OA for a one (1) year contract with two (2) one-year City optional renewals for Public Works Department in the estimated amount of $600,000 from Mel's Electric, LP. In March of 2022, Mel's Electric LLC purchased Mel's Electric, L.P.

BACKGROUND

At the City Council meeting held on June 12, 2023, Council awarded a contract in the amount of $600,000 to Mel’s Electric, L.P. for the Traffic Signal and Miscellaneous Traffic Construction. During contract development, the City was notified that Mel’s Electric, LLC purchased Mel’s Electric, L.P. The Public Works Department recommends to rescind the award of the contract to Mel’s Electric L.P. and award the contract to Mel’s Electric, LLC in the amount of $600,000 for a one (1) year contract with two (2) one-year City optional renewals.

 

Public Works currently maintains 241 signalized intersections.  Public Works Traffic Operations will use this contractor to perform specialized work such as conduit trenching and new signal pole installation or replacements from vehicle knock-downs.  These tasks are intermittent and require expertise on specialized equipment such as boring machines, cranes, and auger trucks that the department does not have.

 

The funding for this project is in Capital Maintenance Account 350012 and Street Improvements Fund 36727.

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. (City of Garland Contract BL-9278 and City of Plano Internal Contract No.  2023-0402-I)

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Street Improvements CIP & Capital Maintenance Fund and is planned in both funds for future years, as well.  Award of the Traffic Signal and Miscellaneous Traffic Construction Contract has an initial term of one (1) year with two (2) one-year City optional renewals of the same term, for a total of $1,800,000 if all renewal options are exercised.
