ITEM SUMMARY

RFB No. 2023-0550-B for Bob Woodruff Park Southwest Trail Replacement, Project No. 7420.1, for the Parks and Recreation Department to Cole Construction, Inc. in the amount of $459,859; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Bob Woodruff Park Southwest Trail Replacement Project includes the removal and replacement of approximately 800 linear feet of trail west of Rowlett Creek, and just south of Park Boulevard, to address continued flooding and erosion issues.  This project affects a portion of a 2.2-mile-long paved trail that travels north-south through the park.  Bob Woodruff Park is located at 2701 San Gabriel Drive.

 

The section of trail identified for replacement is 34 years old and suffers from standing water during and after modest rains, rendering the trail temporarily unusable at such times. The project will elevate the section of the trail most susceptible to standing water to allow positive drainage beneath the trail.  Other sections will be removed, regraded and replaced to improve trail drainage.  Additionally, a sub-surface drainage system will be installed to collect runoff and convey the water to Rowlett Creek.

 

The Parks and Recreation Department opened bids on August 8, 2023 for the Bob Woodruff Park Southwest Trail Replacement Project. The lowest responsive and responsible bid was submitted by Cole Construction, Inc., in the amount of $459,859.

 

There were a total of 1,829 vendors notified of this project.  Fifteen complete bids were received for the project as shown in the attached bid recap.

 

The benefit of this project includes extending the life of city infrastructure as well as improved aesthetics, usage, and safety for park patrons.  Not approving the expenditure will result in continued flooding of this trail and possible future failure of the trail.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Park Improvements CIP.  Construction services for the Bob Woodruff Park Southwest Trail Replacement project, in the total estimated amount of $459,859, will leave a balance of $46,566 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
