| | | | | | | | BACKGROUND The FlowRider at Jack Carter Pool is a very popular feature that accommodates approximately 40,000 riders annually. According to the manufacturer, the average lifespan of the padding, ride surface, and coverings is five (5) years. Through aggressive preventative maintenance, the Department has been able to extend the lifespan of these items on the ride at Jack Carter Pool to eight (8) years, but these elements are now in need of replacement.
The FlowRider is a very unique water ride with all parts being designed and manufactured by FlowRider, Inc. This must be purchased directly from the manufacturer at direct costs, eliminating any competition of suppliers/wholesalers.
If this sole source procurement is not approved, the FlowRider will eventually fail and close, leading to a loss of service to the public while the facility is otherwise operational.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(7)(A). (City of Plano Internal Contract No. 2024-0024-X)

| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2023-24 Capital Maintenance Fund. The purchase and installation of the ride surface and padding on the FlowRider at Jack Carter Pool, in the total estimated amount of $134,350 will leave a balance of $435,650 for future pool equipment expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
