The Engineering Department recommends the City of Plano approve and execute a new Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) for the Signal Controller and Software Upgrades along SH 121. This project includes the upgrade of the traffic signal cabinets and traffic signal controller hardware and software at the following SH 121 interchanges: Spring Creek Parkway, Legacy Drive, Dallas Parkway, Parkwood Boulevard, Preston Road (SH 289), Rasor Boulevard, Coit Road, Independence Parkway, and Custer Road. These traffic signal cabinet and controller upgrades are necessary to replace more than 15-year-old equipment that has reached the end of its useful life.
Costs will be allocated based on 100% federal funding until the federal funding reaches the maximum obligated amount. Transportation Development Credits will be used in lieu of the City participation for the construction costs. The City is responsible for direct state costs, except for direct state costs for construction. The City will then be responsible for 100% the project cost overruns, as more fully described in the Agreement.
If the Resolution is not approved, the City will not be able to execute the Advance Funding Agreement with TxDOT. The City would have to forfeit the awarded $402,000.00 grant funding and would not be able to move forward with upgrading the traffic signal control equipment along SH 121.
