ITEM SUMMARY

To approve an increase to the current awarded contract amount of $90,000 by $70,000 to the initial term of the contract, for an amount of $160,000, for professional design consulting services from Olsson, Inc. for the Planning Department; and authorizing the City Manager to execute all necessary documents. (Contract No. 2023-0120-AC; Modification No. 1) Approved

BACKGROUND

In early 2023, the City signed a contract in the amount of $90,000 with Olsson, Inc. to provide urban design and community outreach services to supplement the Department’s work toward the creation of the Silver Line Station Area Plan and the Community Design Plan. As a first phase of this plan, staff worked extensively with the consultant in the preparation of area plans within 1/2 mile of the city’s two Silver Line commuter rail stations, as well as the development of criteria for review of transit-oriented developments.

As the Community Design Plan project progresses, public participation is essential to this planning effort and must include an outreach process designed to engage stakeholders in visioning or input-gathering formats. The consultant will facilitate public input, which will be required throughout the process. It is anticipated that a number of small group meetings, public meetings, and/or visioning sessions will occur in order to seek input and consensus. These outreach efforts will be supported by a consultant. These tasks include facilitation of resident or property owner input to build community consensus, assistance with community-supported design standards, the development of illustrations or design concepts to support plan text, and general expertise in design best practices.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Planning Budget.  The City of Plano entered into an agreement with Olsson, Inc. for one (1) year, not to exceed $90,000, with automatic renewals up to two (2) one-year periods.  The current year expense will leave a balance of $491,056 for additional 2023-24 expenditures.  All future expenditures will occur within annual approved budget appropriations.
