On January 9, 2023, the City Council adopted Resolution No. 2023-1-5(R) approving activities and proposed use of funds set forth in the HOME Investment Partnerships – American Rescue Plan (HOME-ARP) Allocation Plan. The U.S. Department of Housing and Urban Development (HUD) approved the HOME-ARP Allocation Plan on February 22, 2023, and the program began accepting applications on June 1, 2023.
At the request of HUD, technical assistance was provided to staff by a HUD-selected consultant to review the approved allocation plan during the months of November and December 2023. As a result of the technical assistance provided, staff is proposing a Substantial Amendment to the HOME-ARP Allocation Plan. The amendment clarifies the Qualified Populations eligible to receive program assistance, as listed in the HOME-ARP regulations, and establishes priority preferences for those populations in accordance with the activities approved by HUD in February 2023 HOME-ARP Allocation Plan.
Next Steps
If City Council chooses to approve of the HOME-ARP Allocation Plan, staff will submit the substantial amendment and any comments received during the public comment period to HUD by no later than January 26, 2024.
