The Plano City Council approved the expenditure for engineering professional services for the Sewer Improvements Plano Parkway Parallel Interceptor project at its December 14, 2020 meeting.

Additionally, easement acquisitions at other properties along the proposed sanitary sewer line were approved by the Plano City Council at its June 13, 2022 and February 26, 2024 meetings.

These easements are necessary for the installation of a sewer line to increase sanitary sewer capacity to avoid overflows.  Following a third-party appraisal obtained by the City, negotiations with Liberty Venture I Holdings LLC, a Prologis entity, led to an agreed compensation amount of $981,200 for this acquisition.  Staff recommends approval.

The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(6).

Funding for this item is available in the 2023-24 Sewer CIP.  The acquisition of easements for the Plano Parkway Parallel Interceptor project, in the total amount of $981,200, will leave a current year balance of $962,769 for future expenditures.
