| | | | | | | | ITEM SUMMARY To approve an expenditure for engineering professional services for Sewer Improvements – Shiloh Road – Plano Parkway to East 14th Street, Project No. ENG-SS-00003, in the amount of $429,019 from Lockwood, Andrews & Newnam, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved |
| | | | | | | | BACKGROUND The Engineering Department recommends approval of an expenditure in the amount of $429,019 for engineering professional services from Lockwood, Andrews & Newnam, Inc. for the Sewer Improvements – Shiloh Road – Plano Parkway to East 14th Street Project No. ENG-SS-00003. This project includes replacement/repair of approximately 2,100 LF of 21” sanitary sewer lines along Shiloh Road between Plano Parkway and East 14th Street and all related appurtenances.
Lockwood, Andrews & Newnam, Inc. was deemed most qualified based on their Statement of Qualifications submission to RFQ No. 2021-0379-XR for CIP Water Wastewater Engineering. Lockwood, Andrews & Newnam, Inc. also has successful experience in completing the design of numerous sewer improvement projects of similar scope, including Sewer Improvements along White Rock Creek, Indian Creek, Evans Park, Spring Creek and Frito-Lay campus. In addition, they have successfully completed the Sewer Improvements along Ohio Drive, streambank stabilization improvements surrounding existing sanitary sewer aerial crossings at Prestonwood Country Club and Timbercreek Drive. Lockwood, Andrews & Newnam, Inc. also has extensive expertise in surveying, subsurface utility exploration, and the design of roadway and pavement improvements, all necessary to complete this specific project.
The benefit of this project includes repairing/replacing existing antiquated clay pipes that are deteriorating, thus improving the sanitary sewer system's efficiency in this area of Plano.
Not approving the expenditure would result in possible sanitary sewer failures due to the existing fractures and sagging that were discovered in several areas of the existing clay sewer pipe that were installed in 1960, increasing maintenance costs, and affecting the quality of life for local businesses in this area of Plano. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funding for this item is available in the 2023-24 Sewer CIP and is planned for future years, as well. Engineering professional services for the Sewer Improvements - Shiloh Road - Plano Parkway to East 14th Street project, in the total amount of $429,019, will leave a combined balance of $2,195,981 for future expenditures.
Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government. |
