| | | | | | | | ITEM SUMMARY To approve the purchase of an Electric Refuse Truck for the Fleet Services Division in the amount of $410,880 from Bond Equipment Company Inc. for the truck chassis and in the amount of $239,564 from Reliance Truck & Equipment for the refuse truck body, for a total amount of $650,444, through an existing contract; and authorizing the City Manager to execute all necessary documents. | | | | | | | | BACKGROUND It is the recommendation of Fleet Services to purchase one (1) Electric Refuse Truck and one (1) Electric Refuse Truck Chassis. One (1) Electric Refuse Truck will be purchased in the amount of $410,880 from Bond Equipment Company Inc. through BuyBoard Contract No. 723-23. One (1) Electric Refuse Truck Body will be purchased in the amount of $239,564 from Reliance Truck & Equipment through BuyBoard Contract No. 686-22. The City will receive grant funding in the amount of $400,000 through the Energy Efficiency and Conservation Block Grant Program. The total cost after grant funding has been applied to the expense for the Electric Refuse Truck and Electric Refuse Truck Body is $250,444. Funding is available from funded supplement 710001 which was approved in FY 2021-22.
This unit is a fleet addition in Environmental Waste Services and will be used as a pilot to evaluate the feasibility of deploying electric refuse trucks in daily refuse collection operations.
The purchase of this unit is necessary for the following reasons:
1. Purchasing this unit will allow the City to continue to evaluate the deployment of electric refuse trucks throughout the fleet. Electric refuse trucks will significantly reduce emissions and noise pollution.
2. If this unit is not replaced, we will forgo awarded grant funding and delay the transition to electric heavy-duty vehicles in the fleet.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. | | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS Funds are available in the FY 2023-24 Equipment Replacement Fund budget to purchase one (1) Electric Refuse Truck in the amount of $410,880 from Bond Equipment Company Inc. and one (1) Electric Refuse Truck Body in the amount of $239,564 from Reliance Truck & Equipment. The City will receive grant reimbursement in the amount of $400,000 through the Energy Efficiency and Conservation Block Grant Program. The remaining funds needed for this purchase, in the amount of $250,444, are available from a funded supplement which was approved in FY 2021-22.
Approval of this purchase relates to the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government. |
