To approve an expenditure for engineering professional services for Water Rehabilitation - Kimberlea Addition, Project No. ENG-W-00001, in the amount of $665,500 from Kimley-Horn and Associates, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

The Engineering Department recommends approval of an expenditure in the amount of $665,500 for engineering professional services from Kimley-Horn and Associates, Inc. for Water Rehabilitation - Kimberlea Addition Project No. ENG-W-00001. This project includes the replacement of 13,400 linear feet of 6" and 8" water lines, associated pavement replacement and barrier free ramps. The project limits consist of the following streets:

1. Mission Ridge Road - Canoncita Lane to Parker Road (Approx. 1,050 LF)

2. Canoncita Lane - Mission Ridge Road to Parker Road (Approx. 1,020 LF)

3. Hollow Drive - Sandia Drive to San Mateo Drive (Approx. 315 LF)

4. Sandia Drive - Cul-de-sac to Haversham Drive (Approx. 1,675 LF)

5. Haversham Drive - Whiffletree Drive to Candelaria Drive (Approx. 1,160 LF)

6. San Mateo Drive - Coit Road to Parker Road (Approx. 1,895 LF)

7. Starlight Trail - Sandia Drive to Parker Road (Approx. 1,805 LF)

8. Candelaria Drive - Cul-de-sac to Mission Ridge Road (Approx. 1,665 LF)

9. San Juan Circle - Cul-de-sac to Starlight Trail (Approx. 430 LF)

10. Whispering Circle - Cul-de-sac to Starlight Trail (Approx. 430 LF)

11. North Echo Trail - Mission Ridge Road to South Echo Trail (Approx. 770 LF)

12. South Echo Trail - North Echo Trail to Mission Ridge Road (Approx. 975 LF)

13. Twin Diamond Court - Cul-de-sac to South Echo Trail (Approx. 210 LF)

Kimely-Horn and Associates, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0379-XR. Kimley-Horn and Associates, Inc. also has successful experience with the City of Plano Engineering Department for water rehabilitation and sewer improvement projects of similar scope, including Shiloh Road Widening, Sewer Improvements - Plano Parkway Interceptor and Sewer Improvements - Dallas North Trunk Phase 2. Kimley-Horn and Associates, Inc. also has extensive expertise in surveying, subsurface utility exploration, and the design of roadway and pavement improvements, all necessary to complete this specific project.

The benefit of this project includes replacement of aged cast iron water lines, resulting in reduced maintenance costs and interruptions of service to residents.

Not approving the expenditure would result in increased ongoing localized maintenance, intermittent service interruptions, additional maintenance costs and a reduction in quality of life for local residents.

Funding for this item is available in the 2023-24 Water CIP and is planned for future years, as well.  Engineering professional services for the Water Rehabilitation - Kimberlea Addition project, has a total expenditure of $665,500.
