The Engineering Department recommends approval of an expenditure in the amount of $373,585 for engineering professional services from Westwood Professional Services, Inc. for the Water Rehabilitation - Douglass Community project. This project includes the replacement of 10,715 linear feet of 6" and 8" water lines, associated concrete pavement replacement, and barrier free ramps. The project limits consist of the following streets:
1. F Avenue - Southwestern Avenue to 12th Street (Approximately 1,828 LF)
2. 11th Street - 11th Street to H Avenue (Approximately 1,034 LF)
3. E Avenue - E Avenue (Approximately 80 LF)
4. G Avenue - Southwestern Avenue to 13th Street (Approximately 1,770 LF)
5. 12th Street - 12th Street (Approximately 625 LF)
6. 13th Street - Old F Avenue to I Avenue (Approximately 1,730 LF)
7. 12th Place - I Avenue to 12th Place Cul-de-sac (Approximately 160 LF)
8. I Avenue - 14th Street to 12th Street (Approximately 1,220 LF)
9. H Avenue - 11th Street to 13 Street (Approximately 1,355 LF)
10. H Place - 13th Street to H Place (Approximately 613 LF)
Westwood Professional Services, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ 2021-0379-XR. Westwood Professional Services, Inc. also has successful experience working on previous similar projects in the region as indicated in their Statement of Qualifications, as well as, with the City of Plano Engineering Department for street and water improvement projects of similar scope, including Russell Creek Drive Improvements. In addition, Westwood Professional Services, Inc. also has extensive surveying, subsurface utility exploration, and easement preparation experience, all relative to this specific project.
The benefit of this project includes replacement of antiquated water lines, resulting in reduced maintenance costs and interruptions of service to residents.
Not approving the expenditure would result in increased ongoing localized maintenance, intermittent service interruptions, additional maintenance costs and a reduction in quality of life for residents.
