ITEM SUMMARY

RFB No. 2024-0214-B for Enfield Park Restroom Buildings and Ballfields 1 - 8 Lighting Replacement, Project No. 7482, for the Parks and Recreation Department to Groves Electrical Service, Inc. in the amount of $8,487,072; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Parks and Recreation Department recommends the bid for Enfield Park Restroom Buildings and Ballfields 1-8 Lighting Replacement, be awarded to Groves Electrical Service, Inc. in the amount of $8,487,072 to be accepted as the lowest responsive and responsible bid for the project, conditioned upon timely execution of all necessary documents. A total of 1,942 vendors were notified of the bid, and two (2) bids were submitted.

 

Enfield Park became a community park in 1984, the addition of field lighting and restrooms occurred in 1988, making both of these assets currently 36 years old.

 

The existing field lighting poles have reached the limit of structural integrity. This project will replace all field lighting systems for the north and south side of the park. Lighting will be replaced with LED lights. Construction of new lighting will include all poles, light fixtures, underground conduit, wiring, switch gear, lighting controls and electric service.

 

This project also includes the replacement of two existing restroom buildings, located on the north and south sides of the park. Currently, each restroom has 2 stalls (one male and one female), making a total of four (4) available restroom stalls onsite. The current restroom capacity is insufficient for the existing demand during sports league play. Due to the restroom insufficiencies, restroom trailers are rented each year to provide additional restroom facilities during the league sports seasons. These trailers are staged at the park from February to November each year. This project will expand the restroom capability at the park from four total stalls to twenty total stalls, with five (5) male and five (5) female stalls on the north and south sides of the park. The updated restroom facilities will be ADA compliant.

 

This project is designed to take place in two phases, nine months each for a total project time of 18 months. The project is being constructed in two phases due to fields being used for scheduled league play by recognized sports associations. Doing this project in phases allows the Parks Division to keep four (4) fields operational throughout the project, thus meeting the league needs of local associations. The contract requires the north side of the park (fields 1-4) be fully operational before beginning work on the south side of the park (fields 5-8).

 

If this project is not awarded, the 36-year-old restrooms and lighting will continue to deteriorate, and our level of service will decrease. Not awarding this project will result in increased maintenance costs, continued rental costs of restroom trailers and lack of service delivery to our local leagues and tournaments.

 

The engineer’s estimate for this project is $9,200,000.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Park Improvements CIP and is planned for future years, as well.  Construction services for the Enfield Park Restroom Buildings and Ballfields 1-8 Lighting Replacement project, in the total amount of $8,487,072, will leave a balance of $119,355 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
