ITEM SUMMARY

To approve an expenditure for engineering professional services for Diamond Intersection Safety Improvements - CMAQ Project No. TP-S-00014 in the amount of $695,183 from Pape-Dawson Consulting Engineers, LLC for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $695,183 for engineering professional services from Pape-Dawson Consulting Engineers, LLC for Diamond Intersection Safety Improvements - CMAQ Project No. TP-S-00014. This project includes improvements to Signal Equipment, Signs, Pavement Markings, and Pedestrian Facilities at all Diamond Intersections in the City including:

- SH 121 @ Parkwood

- SH 121 @ SH 289 (Preston Road)

- SH 121 @ Coit

- SH 121 @ Independence

- Dallas Parkway @ Plano Parkway

- Dallas Parkway @ Park

- Dallas Parkway @ Chapel Hill

- Dallas Parkway @ Parker

- Dallas Parkway @ Windhaven

- Dallas Parkway @ Spring Creek

- Dallas Parkway @ Tennyson

- Dallas Parkway @ Legacy

- Dallas Parkway @ Headquarters

Pape-Dawson Consulting Engineers, LLC was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR Category 2. Pape-Dawson Consulting Engineers, LLC also has successful experience with traffic control designs and intersection improvement designs at major diamond intersections with work in Fort Worth and Bexar County.

The benefit of this project includes improving wrong-way driving countermeasures at all diamond intersections, standardizing signs and pavement markings for all diamond intersections, and improving pedestrian facilities.

Not approving the expenditure would result in the loss of a federally funded construction project and continued non-standardized diamond intersections resulting in more crashes and potential wrong-way driving behavior.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Street Improvements CIP and is planned for future years, as well.  Engineering professional services for Diamond Intersection Safety Improvements - CMAQ Project No. TP-S-00014, in the total amount of $695,183, will leave a balance of $1,224,817 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
