RECOMMENDED ACTION:Approval of Expenditure

ITEM SUMMARY

To approve an expenditure for engineering professional services for Intersection Improvements - Parkwood Boulevard Corridor, Project No. ENG-S-00013, in the amount of $468,885 from Lamb-Star Engineering, LLC for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $468,885 for engineering professional services from Lamb-Star Engineering, LLC, for the Intersection Improvements – Parkwood Boulevard Corridor, Project No. ENG-S-00013. This project includes preliminary design, final design, and construction related engineering services for improving the following three (3) intersections:

1. Parkwood Boulevard at Headquarters - Addition of dual left turn lanes at all approaches, reconstructing northbound & southbound right turn lanes and eliminating the through hump within the intersection.

2. Parkwood Boulevard at Parker Road - Addition of dual left turn lanes along the northbound, southbound and westbound approaches.

3. Parkwood Boulevard at Park Boulevard - Addition of dual left turn lanes along the northbound and southbound approaches.

 

Lamb-Star Engineering, LLC, was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR. Lamb-Star Engineering, LLC, also has successful experience in completing the design of the intersection improvements project of similar scope at 14th Street & Shiloh, 14th Street & Plano Parkway and Parker Road & Archerwood Street. Lamb-Star Engineering, LLC also has extensive expertise in surveying, subsurface utility exploration, and the design of roadway and pavement improvements, all necessary to complete this specific project.

 

The benefit of this project includes increased traffic flow and efficiency, reduced traffic delays, and increased traffic safety, which will lead to an increased quality of life for citizens and motorists.

 

Not approving the expenditure would result in continued increased traffic congestion and continued safety concerns with turning movements, leading to a reduction of vehicular safety and a decrease in quality of life for citizens and motorists.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Street Improvements CIP and is planned for future years, as well.  Engineering professional services for the Intersection Improvements - Parkwood Boulevard Corridor project, in the total estimated amount of $468,885, will leave a balance of $6,115 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
