In June 2023, the City of Plano executed an agreement with EDS to comprehensively manage all secondary employment activities by Plano Police officers. Before fully implementing this solution, City Council approved paying the fees for services rendered based on an established monthly rate instead of adding a percentage to the hourly rates charged to each customer who requests the assistance of off-duty officers.
Initially, the fees charged to customers were 10% of the applicable hourly rates. However, they were later adjusted through a first modification to this agreement, such that they would be set at 7.5% for escrowed or auto-paid assignments and 8.5% when an invoice is required to secure payment. The fee to be charged monthly to the City of Plano was set, based on information available at the time, at a rate of $45,000. If the amount charged during the first six months is less than $45,000 per month based on the previous fee schedule, EDS will award the difference to the City. If the amount charged during the first six months is higher than $45,000 based on the previous fee schedule, EDS and the City will discuss whether the monthly amount paid by the City should be higher than $45,000 per month.
The Police Department recommends that City Council approves this contract modification so that the Police Department can continue to use this solution to efficiently manage off-duty employment for police officers.
Failure to approve this modification will cause an interruption in police services currently being provided to outside employers, which is vital to our agency’s efforts to maintain a safe environment for the citizens of Plano.
